Colorado cities are facing a profound and growing challenge of homeless people struggling to survive in public places.  


As poverty level remain high, low income housing units disappear, and housing prices rise, homelessness remains a tremendous problem across the state.  


But even while recognizing that thousands of Colorado residents have no choice but to live in public places, Colorado officials are increasingly making it illegal to do so.
